Try posting a screenshot( )of your Device Manager and expand/click USB controllers before hitting 'Print Screen' to check on any marks under these controllers. After posting, you could upload it here- You could also check on Windows services: Plug and Play(default is automatic), Universal Plug and Play(Manual) and SSDP Discovery Service(Manual). Click Start-Run-Type services.msc-Look for the above services mentioned and check on their Start up type defaults.
If one is not of the same startup type, try changing it by right-clicking it(ex. Plug and play) and choose properties. And on the startup type(arrow key) choose the default and click 'Apply'. Other possibility are on the BIOS settings configuration but its still yet to be cleared on the issue related.
